No, because ozone dissipates and breaks down to oxygen, it is impossible to set and maintain an ozone target range for water.  You may be at the target if you measure when a batch of water is finished, but 10 minutes later, the concentration of ozone will be less.  Within 30 minutes, all the ozone in the water will be gone.

When you bottle the water and immediately cap the bottle, the ozone will dissipate and break down to oxygen inside the bottle.  The cap will seal the bottle ensuring that no microorganisms migrate back into it.

The alternative is to chlorinate each bottle of water up to 1.0 ppm.  That will provide residual chlorine protection for a long time - days/weeks, but no one likes the taste of chlorine.  Many people in the USA can't taste chlorine at 1.0 ppm, but most everyone else in the world can.  The perception with chlorine taste is that the water is not good.
